A Texas congressman suggested as a candidate for Veterans Affairs secretary said Monday that he would have to consider whether he could be more effective in the Cabinet or Congress. U.S. Rep. The effort to rename Dallas streets for Cesar Chavez has failed. Several Latino leaders in the nation's ninth-largest city have been upset that Industrial Boulevard won't be renamed despite a city survey that had "Cesar Chavez Avenue" the overwhelming favorite for the road's new name.
